PRE-CONSTRUCTION PROJECT MANAGER / ESTIMATOR II -
Construction Company is currently seeking an Estimator to develop conceptual budgets, estimates and proposals for industrial and commercial infrastructure and building projects. Completely bid projects for public and private entities and ensure they are completed in accordance with company objectives and goals.

EDUCATION and/or EXPERIENCE:
- Bachelor's degree (B. A.) from a four-year college or university in related engineering or construction management program; and five years progressive commercial construction estimating or project management experience; or equivalent combination of education and experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS:
- Must have or be able to obtain valid driver’s license
DUTIES AND RESPONSIBILITIES:
- Analyzes blueprints, specifications, proposals, and other documentation to perform quantity survey and data input for estimates for design build and competitive bid construction projects under the direction of the Preconstruction Manager • Specification Review & Understanding • Understand how plans and specs are interrelated • Perform detailed quantity take-offs • Be proficient with On Screen Takeoff (OST) and how to take-off each trade • Accurate Quantities • Earthwork quantity estimates • Prepare detailed accurate estimates at schematic, design development and construction document level of design. • Develop material take-offs, labor/equipment pricing for self-performed work and subcontractor budgeting. • Review and validate subcontractor bids and proposed schedules. • Ability to interpret and analyze geotechnical and environmental reports and apply applicable cost impacts to the project • Collect existing site data through documents and site visits and analyze and apply applicable cost impacts to the project. • Prepare detailed and accurate outline specifications for assigned design build project. • Present estimates to management and customers. • Communicate clearly and professionally with customers, staff and associates. • Continuously improve the practical and technical approach to the work to assist in keeping United Construction competitive, aggressive and confident in our ability to obtain profitable work. • Enhance and improve United Construction’ reputation through professional actions, presentations, services and deliverables. • Maintain the highest level of service, quality and integrity. • Constantly strive to improve the quality of our products and services. • Transferring quantities to Sage for estimating • Canvass Subcontractors during project pursuits • Set up bid list and initiate and maintain contact with bidding subcontractors & suppliers throughout bid period. • Communicate with subcontractors to generate interest in project and maintain their focus by ensuring subcontractors are aware of all current project documents. • Continual learning of the subcontractors’ trades • Maintain & Update Sub Database • Manage Bid Documents through the Sub Database program • Provide systematic coordination of estimating electronic filing and Zoho updating. • Setting up Bid Tabs (subcontractor bid analysis) • Running Bid Tabs • Attend UCC and other job relevant training as scheduled by or coordinated through preconstruction manager. • Engage in continuing education as needed to support continuous learning and improvement. • Represent United Construction at public functions, meetings, hearings or events as may be required. • For each project, develops bid (and subcontract) scopes for each subcontract trade and major vendors • Maintains a working knowledge of estimating software such as Sage, on-screen take-off, Smart Bid Net or other appropriate software. • Assist with developing project schedules. • Make site visits to understand the obstacles present that have an effect on the cost of a project. • To perform this job successfully, an individual must possess the knowledge, ability, high degree of skill and experience to Read, understand and interpret architectural, civil, structural, mechanical and electrical drawings, contract documents, estimate spreadsheets, job costs and RFP’s. • Possess strong attention to detail while understanding how to build is required. • Possess a working knowledge of the cost and construction of building envelopes, concrete tilt-walls, mechanical and electrical systems, structural and architectural components with attention to detail.
INTERACTION • Requires close interaction with the following internal personnel/groups and outside entities: o Estimating o Operations o Business Development and Marketing & Communications o In-House and 3rd Party Architectural and Engineering Consultants o Governmental Agencies o Subcontractors o Material Vendors o Customers • Establish good working relationships with Customers for every project United Construction is involved in. • Establish good working relationships and communication with all internal departments and groups of United Construction. • Prepare and present relevant material at internal United Construction group meetings as required.

QUALIFICATIONS:

- The candidate should have the skills and experience using existing estimating software used for this position including; MS Excel, MS Word, Sage Timberline, On-Screen Takeoff and Adobe; or the ability to learn in a reasonable time frame.
COMPUTER SKILLS
- Working knowledge of Microsoft Office software, including but not limited to Word, Excel and PowerPoint
- Working knowledge of Sage Estimating software
- Working knowledge of Proqual/Pantera
- Working knowledge of Procore
- Working Knowledge On-Screen Takeoff bidding software
- Ability to learn and effectively operate other types of software
LANGUAGE SKILLS
- Ability to read, analyze, and interpret building plans and specifications, contracts, common scientific and technical journals, financial reports, and legal documents
- Ability to effectively present information to company executive management, public groups, and/or boards of directors
- Possess the ability to read and interpret documents such as RFQ’s/RFP’s and Company Policies and Procedure Manual
- Ability to write routine and non-routine reports, correspondence and to effectively speak with customers and employees of the Company
- The ability to write business letters, business proposals and presentations for new or existing customers shall also be required
MATHEMATICAL SKILLS
- Possess the ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals to compute rate, ratio and percent and to assess and interpret practical business solutions
- Ability work with business concepts such as budgets, profitability and target goals are required
- Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
